THE SPEAKER, THE DEPUTY AND THE POLITICS

Uganda is preparing to usher in the 10th Parliament and we need to thank the Lord for this democracy that we are celebrating the 10th set of legislators. The most unfortunate bit about the Parliament is not about the size and quality of its BUILDING but the quality of its OCCUPANTS. Uganda has very qualitative legislators who are even internationally consulted but who are not willing to be Uganda’s Parliamentarians in fear of the colleagues they are to debate issues with.

Because of that we have all the Tom, Dick and Harry in the house of laws. We have a problem in Uganda that for one to become a politician (political scientist) you don’t need professional training but a train of people behind you….and that is how we end up with the Segirinyaz anticipating Deputy Lord Mayor posts.

NRM in its political cunningness created many constituencies in the name of generosity and service delivery and here we are now with 400 legislators with only 5 on a white paper. One wonders if we need 380MPs in a Parliament of 400 MPs with only 20 participating in deliberations in the entire political term of five years.!!! But anyways, that is my NRM and my Ugandan people who vote for these MPs. I suggest we boycott MP elections…vote the president and go home.

Now am told that Nsereko Muhammad, Rebecca Kadaga, Jacob Oulanya, are after the two ultimate seats of the Parliament. First of all the NRM will reinstate Kadaga on that seat…for three reasons:
1-minimal options to select from. Kutesa was just but a bluff.
2-Kadaga is competent…And another thing is her career is at the apex..if not for speaker then VP/P.
3-Kadaga is a neutralizing factor between the incumbent and the opposition.

However the success of Kadaga speakership can only be attributed to one single force….which is Jacob Oulanya. It was Jacob who did the dirty work government business while kadaga played angelic…(I love politics). In my conclusion then…if the NRM still has the same goal…then the set of Rebecca and her son Jacob (Biblical view) is the best at service.

Jacob is wise in aiming higher and shooting relatively low…if you aim for speakership and drop, you can only land on Deputy. I think this is what the brother is doing… If he has any surety on the speakership role, and not the deputy then its unfortunate. He can’t beat his mother….Rebecca and her status quo.

As for Nsereko for deputy speaker and sekikubo are but a joke. In the glasses of ethnicity… We cannot have a muganda VP, a deputy chief justice for a muganda and end up with another muganda in the Parliament. Nothing is impossible but some possibilities are distant. Jacob beats Nsereko on that merit…to have Nsereko there is as bad as having Sam Kutesa there too.

Politically Nsereko is an amphibian and not a mammal…if he is a mammal then he is a Bat. The NRM caucus cannot risk an independent into that seat, and you cannot become anything in that house without being patronized by the mighty NRM caucus. In fact for Nsereko to stand is a harm to Kadaga who encouraged the spirit of rebellion in the ninth Parliament. If we have Nsereko for deputy Speaker then we have set a precedent that: you can rebel and get away with it. So to me this is just an NRM delay tactic but we will end up squaring on the previous set of the mother and her son.

However NRM must grill Kadaga to make sure she understands what her previous behavior cost the party and to make sure she never does the same to the new agenda.

What is not clear to me…is the NRM assignment to the tenth Parliament… And until that is clear, who becomes the speaker and who becomes the deputy is still subject to scrutiny.
